Infrastructure Planning and Financing: Lessons from Europe and the United States
In both Europe and the US, aging and outmoded infrastructures are in vast need of repair, replacement, and expansion. In one dimension, the issues are at the highest level of politics and governance: Will there be the political will to fund the huge amount of investment that appears needed? In a second dimension, the issues are more mundane, but as crucial to success: Are planning and financing mechanisms available to maximize the likelihood of proper targeting and cost-efficient financing? This project explores the first dimension (politics and governance), but places more focus on the second (planning and financing).
